MISD board to appraise superintendent Sylvester Perez Tuesday

Trying to get back on an annual cycle, Midland ISD trustees will conduct a performance appraisal of Superintendent Sylvester Perez during its 4 p.m. meeting Tuesday at the administration building, 615 W. Missouri Ave.

Board President George Lara said this is the second appraisal of Perez the board will have done this year because state law requires one is done yearly and it cannot wait more than 15 months otherwise the district’s funds cannot be used to pay the administrator, according to Texas Education Code.

After today, the board will likely evaluate Perez every June.

“We need to get this one in between to land within the allotted time for next year,” Lara said. “There are some indicators based on performance, professional growth, management, facilities and operations, fiscal management, human resources management, board relations and community relations,” Lara said.

He said Perez has done a good job and made some “positive changes” in the district. He started the job in December 2006.


“We’re hoping to see growth in academic achievement in our students,” and professional development in the staff, Lara said.

MISD has several new initiatives in place this year such as C-SCOPE, a customized, user-friendly curriculum management system, AVID, advancement by individual determination, and the A-Plus online credit recovery program.

Lara said no action will be taken on the evaluation, and he does not anticipate discussion of a raise for Perez. The superintendent currently makes $236,250 annually. Lara said the board can choose to do an extension or raise anytime they wish.

Separately, trustees may also consider approval of a new executive director of human resources to replace Melva Cardenas, if Perez has a recommendation. Cardenas, who had been with MISD a total of 29 years, retired to take a job with the State Board of Educator Certification in August.

In other business, the board will also vote on:

- Sealed proposals for additions to Bowie and Milam elementary schools. Pharr & Co. of Midland is the company to be recommended for improvements at Bowie, which is set to become a fine arts magnet school next fall. Cost is $3.655 million, according to board materials on the MISD Web site.

Campbell Construction Co. of Midland will be recommended as the firm to add classrooms to Milam and the cost is $2.886 million, the Web site said.

- Canceling the Nov. 4 election for board of trustees District 1, James Fuller, District 2, Angel Hernandez, and District 7, Jay Isaacs because of lack of opposition.

Rick Davis, managing partner of the law firm of Cotton, Bledsoe, Tighe & Dawson, and Mark McDonald, an Ector County ISD teacher, will vie for the District 6 position.

Karen Fullen and Dora F. Zepeda have filed for District 4.
